[BUGA] layer2 hardware firewall device [recommendations please]

Hi all,

I need recommendations for a hardware firewall device that sits at
layer 2. Essentially something like this:

laptop -> hw_firewall -> DSL_router/modem ->->-> ISP -> DSTO
  |                                                      |
  --------------------------------------------------------
                          VPN

NOTE: * The laptop must initiate the VPN connection via a CiscoVPN
        client (not the hw_firewall).

      * The hardware firewall must run off a powered bus, preferably
        USB.

However, this initiates the VPN - not what I want.
